A loving, protective, and fiercely proud dad to his pride and joy, Mason, Sumaiya and Emmersen.

A cherished and loved brother, uncle, cousin, friend, and colleague.

A caring, compassionate, and courageous man who will leave his footprint on many hearts.

    Troy was an inspirational and inclusive leader who encouraged those around him to give their best. His dedication and enthusiasm to help others was profound. He led the Relay For Life Joondalup Event to extreme heights and cancer survivors benefited greatly from his contribution. He has left an indelible mark on the lives of many and he will be sadly missed. Taken far too early.

    WALGA President, State Councillors, CEO and staff offer their condolences to the family and friends of former WALGA President Troy Pickard.

    Across his 15 years of service as an Elected Member, Troy made an immense contribution to the local communities of Stirling and Joondalup, both as a Councillor and in leadership roles of Deputy Mayor and Mayor. Beyond this local impact, he made great strides in representing the WA Local Government sector in his roles as WALGA Deputy President between 2007 and 2010 and President from 2010 to 2015, and on the national stage as ALGA Deputy President and President.

    Troy was a passionate advocate for the Local Government sector and his persistence and influence was of great benefit - in particular his role in funding negotiations, with hundreds of millions of dollars secured for WA Local Governments, both in the State and Federal arena.

    He will be sadly missed.
